Being a member of an evolved race of human beings, Peter had a number of abilities given to him.
His original power was the capacity to mimic the powers of others allowing him to acquire the powers of others simply by being near someone. This allowed him to gain the capacity to time travel or gain telepathy by just being near the likes of Hiro Nakamura and Matt Parkman. This power was based on his empathy and capacity to connect with others. According to Dr Suresh, Peter's DNA automatically resequences itself in order to mimic the powers of those around him. Originally, this allowed him to only gain a single ability by being close to those with powers. However, he eventually learnt to recall previously mimicked powers with ease which meant taht he was the most powerful of the evolved beings. However, there was a danger to this as the close proximity of too many people with powers had the potential of overloading Peter's powers leading him to explode with raw power killing himself and an entire city.
After injecting himself with the formula designed to give powers to those with no abilities, Peter's powers changed somewhat compared to his old ones. Initially, he displayed simply the power to fly like his brother Nathan but later on, it became clear that this was not his ability. Instead, he seemed to share his father's power of gaining another persons power by touch alone. However, unlike Arthur Petrelli, Peter's power did not rob the person of their ability. In addition, this ability only allowed him to have one power at a time and if possessing one ability and touching another evolved person then his old ability was replaced. This allowed him to gain Nathan's flying powers or Tracey's ice abilities or Matt's telepathic powers but he had to make a decision on choosing the ability and risking the loss of the old one unless he acquired it again.
