Public Security Section 9 is a security organization that features in Ghost in the Shell.

History

Public Security Section 9 (Japanese: 公安9課 Hepburn: Kōan Kyūka) was an agency that operated under the jurisdiction of the Japanese Ministry of Internal Affairs. It was initially established as a search and rescue organisation that was built as an international group. In reality, it was a counter-terrorist network and anti-crime unit that operated in the Japanese National Public Safety Commission.

Afterwards, the group was disbanded with Aramaki remaining with the Interior Ministry as an advisor whilst the field team became an independent mercenary unit named GHOST. They came to operate in the time after the Synchronized Global Default in 2044.

Overview

In appearance, Public Security Section 9 was an intelligence and security agency closely aligned with the Japanese government.

It was composed of former military officers, forensics scientists and police detectives with its agents answerable only to the Chief Director and the Prime Minister of Japan. Operatives were allowed to operate with or without government consent as they were generally unknown to the public. Agents were among the best cyber warfare specialists in the country and were often involved in cases involving cyber crime.

It made use of an advanced line of gynoids known as Operators that were designed to handle day-to-day operations within the Section. Though they looked human, their AI operating systems were not complex enough to process complex logical problems.

The agency's headquarters was situated in Niihama-shi though its exact location was held top-secret with it being known only to the Japanese government and its agents. The site operated in public as a false security company to hide the true nature of their operations.
