Biography
Jordan Weir was a male human scientist who came to develop a 'hypno-ray' that allowed him to force others to obey his commands. Using his talents for crime, Jordan began to use the invention to make others follow his commanders for his robberies where he began to operate as a supervillain called the Puppet Master. He then embarked on a crime spree, manipulating minor criminals into doing his dirty work. His activities came to drew the attention of Green Lantern Hal Jordan who interfered in these thefts leading to Weir first trying to defeat him using an army of mechanical puppets to kill the hero. When this failed, he turned his hypno-ray against Green Lantern and seemingly managed to take control of the superhero. However, Green Lantern had only pretended to be under his control and was drawn to his base, so the villain was finally defeated. (Green Lantern v2 #1)
Later on, the Getaway Master helped his criminal compatriots Captain Cold, King Clock, Professor Menace, Electric Man and Puppet Master escape prison using a shrink ray. After shrinking his crew they escaped prison on a matchbook tied to a helium balloon. They planned to destroy the Justice League of America, and issued a challenge to the heroes. Professor Menace built robots of himself King Clock and Captain Cold that were rigged to explode after being touched and fought Green Arrow, Flash and Wonder Woman of the Justice League of America. The heroes escaped Clock's quicksand clock trap, but as the heroes approached Arrow realized they were robots and detonated them with arrows from a distance. Getaway Master, Electric Man and Puppet Master attacked Aquaman, Martian Manhunter and Green Lantern with deadly weather attacks, but failed to kill the heroes. The heroes approached the Master's ship, which was protected by an explosive force field, but Green Arrow activated the field from a distance to save his teammates. The League thought Green Arrow was a traitor, but he exonerated himself by explaining the villains traps and capturing the lot of them. (Justice League of America v1 #5)
Upon his release, he started a new life as a scientist for Dayton Industries. However, when the company developed the self-generating power source known as Promethium, the temptation got too much for him. (New Teen Titans v1 #8) Changeling, in charge of Dayton Industries in the absence of his foster-father, Steve Dayton, recruited Robin to investigate a series of mysterious deaths among the Board of Directors. Robin traced the murders to Green Lantern's old foe, now calling himself the Puppeteer, and in league with the H.I.V.E. organization. Through his robot puppets, Puppeteer took control of Cyborg, Kid Flash, Starfire, and Wonder Girl, and turned them against their teammates. Raven's soul-self was finally able to break their trance, and the Titans united to battle Puppeteer and his toy robotic army. When the villain was defeated, the H.I.V.E. attempted to destroy him for his failure, but the Puppeteer escaped. (New Teen Titans v1 #9)
Later, the mysterious Wildebeest sprang the Black Trident from jail, as well as Gizmo, the Puppeteer, and the Disruptor. Trident, Gizmo, and Disruptor engaged the Titans while Wildebeest captured a pregnant Mother Mayhem. The Puppeteer remained with the Wildebeest and his Wildebeest Society while Disruptor, Trident, and Gizmo believed the Wildebeest may have killed him. (New Teen Titans v1 #42)

Powers and abilities
Puppeteer possesses a hypno-ray that can force a victim to do his bidding. Early versions of the ray could not force a person to go against their moral principles, but later versions could control any but the most strong-willed of individuals. He uses a number of various-sized puppets that are actually computer controlled robots.

Television
- In Justice League Unlimited, the Puppeteer appeared in the setting of the animated television series set in the DC Animated Universe in a non-voiced cameo role. He was shown as being a member of Gorilla Grodd's Secret Society.
