History
The Quantum Eigenstate Device was a powerful device that was the product of an alternate Earth that was controlled by the Crime Syndicate of AmeriKa. During a meeting between the family heads, they approved of Project Damocles with a five out of six vote. Afterwards, Owlman began construction of the device at the Panopticon on the Moon.
