The Reclamation Apprehension Coalition (R.A.C.) was an independent organization that operated across several star systems in the J-Star Cluster. The syndicate established its absolute political neutrality across interstellar jurisdictions, operating entirely detached from local stellar governments and the dominant corporate rule of The Company. The group managed its localized planetary operations within a four-world solar system known as the Quad, anchoring its strategic authority around a massive, heavily fortified orbital starship headquarters called the RAC Cruiser, or The Rack. Seeking to enforce interstellar law and civilian contracts, the coalition trained, licensed, and strictly disciplined professional field operatives known as Reclamation Agents, or Killjoys. The agency structured its operational tracking system around legal, legally binding contracts called Warrants, forcing its field teams to obey a single institutional code of conduct: "The Warrant is all."

In appearance, the Reclamation Apprehension Coalition was a formidable quasi-governmental organization that operated throughout a volatile star system known as the Quad. The Coalition's primary role was to enforce the region's laws and debt collection systems, acting as neutral bounty hunters operating under a strict mandate known as 'the warrant is all'. They were empowered to track, apprehend, and 'reclaim' individuals who were wanted for crimes or who had defaulted on debts, functioning as arbiters in a lawless and politically fractured territory. The RAC possessed significant operational autonomy, allowing their agents to move freely between jurisdictions to carry out warrants of varying legality and severity, ranging from simple arrests to sanctioned kills. The organization served as a critical component of social control, maintaining an uneasy order through the application of force and adherence to their rigid, detached code of professionalism. They maintained a structured bureaucracy to manage the issuance and completion of contracts, acting as a powerful, self-regulating entity within the system's ongoing class conflicts.

A Reclamation Agent or Killjoy were multidisciplinary professionals that were licensed to pursue specific types of warrants across the galaxy. Due to their position, they had a broad authority but it was confined within the confines of their warrant enforcement. Each agent was highly skilled but highly competitive who worked in a regulated occupation. Due to the regulations, their were harsh punishments for breaking any of the rules of the R.A.C.

They relied on their comprehensive institutional training and rigorous tracking backgrounds to execute complex criminal apprehensions, conduct armed starship infiltrations, and navigate dangerous outer rim territories. They did not possess innate magical properties, shared telepathic links, or passive invulnerability, depending instead on a heavily structured tier ranking system that scaled from Level 1 to Level 5 to match an operative's clearance against a target's danger threat. Their specialized technology allowed them to command heavy-duty capital starships, utilize secure interstellar data networks to process global background files, and issue high-clearance execution mandates known as Level 5 Dead Warrants. Their primary capabilities allowed them to override local law enforcement jurisdictions, execute high-stakes planetary extraditions, and leverage legal immunity to secure high-value fugitives across multiple planetary moons.

One of the divisions in the R.A.C. was the Office of Interstellar Expansion whose senior officers were responsible for convincing other planetary systems on the benefits of employing the Coalition and set up satellite offices across the J Star Cluster.

There was a single rule among the R.A.C. which was, '"The Warrant is All".
