Biography
Sakuya Togane (Japanese: 東金 朔夜, Hepburn: Tōgane Sakuya)
In 2073, Sakuya was 'created' as part of the experiment by Misako Togane, who sought to artificially create a criminally asymtomatic being. Her early attempts had been failures, but Sakuya was announced to be a successful outcome despite the opposite being true. He was part of an effort to artificially breed a criminally asymptomatic person to be a part of the Sibyl System, and was pushed to do various acts such as killing puppies to measure his crime coefficient. However, the experiments backfired and he ended up having the highest Crime Coefficient of 769, the highest the Sibyl System has ever recorded. In June 2083, the 10 year old Togane received a health check by the Ministry of Welfare and it was discovered that his crime coefficient was 769 with this being the highest ever recorded. However, Misako had concealed the failures of the experiments, and then tells Sakuya that she will be a part of the biocomputer that forms the Sibyl System. Sakuya eventually kills her in his sleep so that this mother would not leave him. But Misako eventually survived, and as now a part of the Sibyl System, ensured Sakuya becomes an Enforcer working directly under chief Joshū Kasei, who is piloted by his mother's brain. Now knowing the truth of the Sibyl System, Sakuya goes out of his way to ensure the system remains unthreatened and intact as his ultimate act of loyalty to his mother.
Misako concealed his past records in order to make him eligible for entry into the Public Safety Bureau, where he worked under Joshu Kasei and herself.
During his tenure as Enforcer, several operations take place during which his supervisory Inspectors all experience a rise in their crime coefficients to read at over 300, licensing Togane to use his Dominator in Lethal Eliminator mode.
Assigned to 5 inspectors, every last one of them getting a crime coefficient of over 300 which allowed Tōgane to use his Dominator in Lethal Eliminator mode, each incident taking place in October 2096, April 2097, February 2098, November 2098, and July 2099. Once Inspector Akane Tsunemori has been informed about the truth of how the Sibyl System operates and made it clear she is willing to support a peaceful transition to a better order for society, Misako assigns Sakuya to keep Akane in check and darken her hue to get rid of her. In order to do so, while posing as one of her most helpful Enforcers, Tōgane brings her to stressful situations to ensure her crime coefficient goes up. However Inspector Mika Shimotsuki suspects Tōgane and investigates his quarters to find a shrine dedicated to eliminating Akane, before accessing his computer. She then uncovers the records of Tōgane's past and of his creation, and then drafts her report to Chief Kasei. There Chief Kasei, piloted by Misako, and Tōgane both come and threaten her silence, forcing her to be self-deludingly loyal to Sibyl. As the hunt against Kirito Kamui rages on, Tōgane threatens Shimotsuki to give the location of Akane's grandmother, Aoi Tsunemori, and then kills her while she puts up a fight.
Overview
Personality and attributes
Originally, he was labelled as Experiment 0398 in Misako Togane's research with him later named Sakuya in reflection of the numbers 3 (sa), 9 (ku) and 8 (ya). As an Enforcer, his ID was 00475-AECE-45024-2 and he was designated as Hound 3.
His favorite expression was "Everything you can imagine is real."
At first, he appeared to respect Tsunemori's beliefs and matched Shinya Kogami in attitude and body build with him even smoking Spinel cigarettes.
The Togane family were noted for being quite wealthy.
Powers and abilities
Within the Sibyl System, he operated as an Enforcer within Division 01 of the Criminal Investigation Department of the Public Safety Bureau. He was designated as Hound 3 whilst operating as an Enforcer.
