The Syndicate

After the Roswell incident in 1947, an ultrasecret conference was made at the brink of the Cold War that was attended by the United States, the Soviet Union, the People's Republic of China, Britain, both Germanies, and France. It was agreed that should any extraterrestrial biological entity survive a crash then the country that held the being would be responsible for its extermination. (Episode: E.B.E.) In that time, a group came to form in the U.S. State Department that looked towards handling any contact with the aliens. Over time, this group decided to cooperate with the alien colonists with a majority vote being made in favour of the proposed action. At that point, they were no longer cleaved to any government agency and instead worked privately on their own project. Bill Mulder was said to had objected to any alliance with the alien colonists but the group believed that this would help forestall alien invasion thus saving billions of lives. Thus, they began engaging with the alien colonists with the goal of acquiring an alien fetus so that they would have access to the alien genome that could be used to create a human hybrid race. It was believed that an alien/human hybrid would survive the holocaust and also provide a vaccine to resist the colonists. However, for the foetus, the aliens demanded the children and loved ones of their human collaborators so that they could do their own experiments. Many of the Syndicate members came to agree with this seeing the likes of Cassandra Spender being given to the aliens. Bill Mulder was said to had ultimately seen the necessity of their groups plan after his own children were to be part of the offering where he came to allow his daughter Samantha Mulder to be taken away. (Episode: One Son)

In 1998, the Syndicate learned of a rebel faction among the aliens that was fighting against their brethren and the colonization of Earth. The first incident of rebel violence on Earth occurred in Kazakhstan, where dozens of impending abductees were found incinerated. Marita Covarrubias investigated the incident and quickly had it covered up. Shortly thereafter, many more abductees were summoned to Skyland Mountain, via metallic tags implanted inside their own bodies. Again, the group was attacked and incinerated by the alien rebels. It was at this time that the rebels were more clearly identified as being faceless, a telltale characteristic that set them apart as the rebel force. (Episode: Patient X) In 1999, the rebels made their most daring and destructive move. Outside of Washington, D.C., they attacked a train car, wherein a group of Syndicate doctors, led by Eugene Openshaw, were experimenting on Cassandra Spender – the first successful alien/human hybrid. The rebels incinerated the doctors, but left Spender alive so that the Project would be revealed and subsequently destroyed. Indeed, one of the rebels killed the Second Elder and assumed his position at meetings of the Syndicate. However, the Cigarette Smoking Man realized this and had the group cease meeting together. (Episode: Two Fathers) The Smoking Man later contacted his son, Jeffrey Spender, and charged him with killing the rebel posing as the Second Elder with a gimlet weapon. Spender failed to kill him but Alex Krycek was successful in doing so. Spender then realized the scope of the conspiracy being carried out by his father, and he pledged his support to Fox Mulder. With their hands forced by the rebels, the Syndicate decided to retrieve Cassandra Spender and present her to the aliens so that they could begin colonisation. At the meeting site, however, they were instead confronted by the rebel alien faction who attacked the Syndicate and incinerated the gathering of its high-ranking leaders. (Episode: One Son)

Overview

Their activities included a range of activities that included experimentation with xenotransplantation. (Episode: Travelers) They were also responsible for relocating ex-Nazi scientists to the United States after World War II. (Episode: Paper Clip) In addition, they came to cover up the 'black oil' discovered in the Piper Maru in 1953. (Episode: Apocrypha) The ultimate goal of the Syndicate was to enact 'the Project' that was an effort to create a human/alien hybrid that was to help the species survive colonisation of the planet by the alien Colonists. Colonization was said to involve a sequence of events whereby a state of emergency would be declared after a massive outbreak of the alien virus that would be delivered by bees leading to the takeover of the Earth. Bill Mulder though introduced a new aspect of this plan which was using the alien DNA to create a vaccine that could be usd to save all the people of Earth. (Episode: One Son)

They were known to employ on occasion Alien Bounty Hunters. (Episode: Colony)

Some of their facilities were known to conduct experiments on the alien virus. (Episode: The Beginning)
