Regarding whether the mayor in Batman Returns is the same character as Mayor Borg from the first film, I recently got the novelization of Returns and even though he is simply referred to as "the mayor," the book suggests he has been in office since Batman's first appearance. Whether this means he is Borg, just played by a younger actor for some reason, or whether Borg retired immediately after the events of the '89 movie, I can't say.

Different tidbits suggest different things. The Batman novelization describes Borg suffering a nervous breakdown as a result of the increasing lawlessness (during the climax at the church, when the police arrive, Gordon laments that Borg has locked himself in his office and refuses to come out). This would appear to suggest Borg took early retired, and that this new, younger mayor took his place.

However, the way the Penguin says, "Elections happen in November, is this not late December?" suggests the mayoral elections for Gotham had happened that past November. And there is nothing in either the film or novel of Returns to suggest that the mayor depicted therein was recently elected.

More probably, he is Borg, and recovered from his breakdown, and was re-elected due to his support of Batman.

This is all mere supposition on my part. As for the mayor seen in Batman Forever, I won't argue that that is supposed to be Borg.
