Tesh

The Tesh were descendants of technicians ("Tesh" being a corruption of "technician") from a lost Earth colony supervised by Xoanon. The mad computer bred them to have psionic powers, and set them in opposition to the less technical Sevateem "tribe." After Xoanon was repaired by the Fourth Doctor, the Tesh were reunited with the Sevateem.
