He was recruited by Major Motoko Kusanagi for his unique perspective and investigative instincts. Unlike most of his colleagues, Togusa had minimal cybernetic enhancements, retaining a largely natural human body apart from a standard issue cyberbrain. This made him an outlier within Section 9, yet his background as a former detective in the regular police force gave him a grounded perspective on cases that often veered into the abstract complexities of cybercrime and cyberterrorism.
When Aramaki was taken away for questioning, Togusa was arrested and detained for some time before being released; it was stated that Aramaki did this intentionally in order to keep Togusa out of immediate danger, due to his having a family and his earlier brush with death. He is later shown working at the security company that was his official cover while working for the government and is unaware of the fate of the other members for several months, effectively leaving him out of the loop because he was being monitored heavily; though such behavior from the rest of Section 9 is rather odd. Since they can hack into government records without being discovered, it is safe to presume that they would have no problem working around surveillance, and therefore should have been able to alert Togusa to the section's survival. Their failure to do so resulted in Togusa suffering a minor psychological break, attempting to assassinate one of the perpetrators in the Laughing Man case, which would have been detrimental to the protection given to him.
He has also undergone some form of cyberization, and he has informed his family of his work in Section 9. His cyberbrain was hacked while he was trying to get his daughter to safety. To stop his body from taking his daughter to the S.S.S., he was forced to attempt suicide with his revolver, but was stopped by the Major. He later on took part in the raid of the Solid State Society in their headquarters. He took out one exoskeleton and then acted as the bodyguard for Aramaki. It was shown that because he is now the field leader of Section 9, he is unable to spend time with his family as much as he used to, reflecting the common problem in Japan of disconnection between a salaryman and their families. Togusa has discussed undergoing full cyberization with his family, in order to enhance his abilities for Section 9.

Personality and attributes
In terms of appearance, Togusa was usually depicted with unremarkable, everyday features—short brown hair, a slightly rugged build, and casual civilian attire when not in uniform. This contrasted sharply with the cybernetic precision of figures like Batou or Kusanagi, reinforcing his role as Section 9’s “ordinary man.” Even armed with his trademark Mateba autorevolver, Togusa’s visual identity was grounded in realism rather than the heightened augmentation of his peers.
Togusa’s personality was marked by empathy, idealism, and stubborn integrity. He often questioned Section 9’s methods when they strayed into morally ambiguous territory, though he remained fiercely loyal to the Major and his teammates. His tendency to challenge authority and pursue lines of inquiry others dismissed highlighted his unshakable faith in human judgment. While sometimes seen as naïve by his more hardened peers, this persistence frequently led to breakthroughs in their cases.
Outside of his professional duties, Togusa’s personal life was a defining aspect of his character. He was one of the few members of Section 9 shown to maintain a family, including a wife and daughter, which added stakes to his involvement in the team’s dangerous missions. His commitment to balancing his work and family life often brought tension, but it also deepened his characterization, presenting him as someone constantly negotiating between personal responsibilities and professional duty.
Togusa expresses some disdain for the Tachikoma tanks, not to mention Batou's penchant for favoring one of the blue tanks. He dismissively calls one of them as "just a machine", causing outrage from the Tachikomas in the Section 9 hangar, with one calling him a bigot and another demanding a retraction of the statement. This contentious relationship continues in Second Gig, when Togusa and a Tachikoma are teamed up and go on a mission to abandoned Tokyo and the tank serves to mostly get under his skin (before saving it). But despite his dislike for the sentient machines, he can still spend leisure time with them; he is seen playing Othello with one.
Powers and abilities
His reliance on intuition and traditional detective work often clashed with the heavily cyberized methods of his peers, but it also gave him a distinctive edge. Togusa frequently approached cases by focusing on motive, psychology, and human behavior, which helped Section 9 uncover truths that pure data analysis might have missed. His investigative skills were particularly valued by the Major, who saw in him a way to balance the increasingly mechanized approach of their operations with human insight.
He was the least-augmented member of Section 9, although he can still fare well in melee combat against cyborgs. All he has is the implanted cyber-brain, just like Chief Aramaki.
Togusa’s humanity, however, was also a source of vulnerability. His limited cybernetic upgrades placed him at a disadvantage in combat situations, often requiring his teammates to protect him in high-risk operations. Despite this, Togusa demonstrated resilience and resourcefulness, consistently refusing to be sidelined even when outmatched physically. His determination to contribute meaningfully reinforced his role as both a moral compass and a representative of the ordinary human perspective within Section 9.
