During this time, he came to be the Chief of Staff under Chancellor '''Gorkon''' who served as the head of the empire. He though was quick to notice that Gorkon looked to sue for peace with the [[United Federation of Planets]] with this being something opposed by Chang. In this time, he learnt that there were others that shared his opposition to any peace treaty both within the Empire and the Federation. Thus, a conspiracy began between various parties to sabotage any peace effort and bring about a war between the two interstellar nations. This plot came into effect in [[2293]] after the Klingon moon of '''Praxis''' exploded due to over-mining. As a result, the Klingon Empire suffered a severe energy shortage with it expected that they would not survive the coming centuries without aid. This saw Chancellor Gorkon and Ambassador [[Spock]] conduct secret negotiations where they were to meet up for a formal signing of a peace treaty between the Klingon Empire and the Federation. This saw the Chancellor travelling on-board his battlecruiser to rendezvous with the USS ''[[USS Enterprise|Enterprise-A]]'' whose crew were set to escort them to Earth. Among Gorkon's staff was Chang where they came to meet with [[Starfleet]] Captain [[James T. Kirk]] who was infamous in the empire.
