Hernandez was a Mexican scientist scientist employed by Blackie Cole. When Foghorn, Bill, and Hammerhead stole Professor Gibbs' invisibility machine and returned with it to Mexico, they were forced to disassemble the machine in order to transport it. It was Hernandez's job to reassemble the machine in order to get it working again for Blackie, but since it was missing an important it didn't work.
