Mayor Devlin Harris was the mayor of Raccoon City. During the outbreak of the T-Virus, he entrusted the care of his daughter Beverly to Chief Brian Irons, little suspecting that Irons was a murderous psychopath. Harris himself would ultimately be killed by zombies.
