The Seatopian agent was one of two Seatopian agents sent to the surface world by Emperor Antonio. Both he and the lead agent were assigned to steal the robot Jet-Jaguar, to act as a guide for Megalon. They were also assigned to capture Jet Jaguar's inventor Goro Ibuki and take him back to Seatopia so they could create an army of Jet Jaguars.
