The lead Seatopian agent was the senior of two Seatopian agents sent to the surface world by Emperor Antonio. Both he and his partner were assigned to steal the robot Jet-Jaguar, to act as a guide for Megalon. They were also assigned to capture Jet Jaguar's inventor Goro Ibuki and take him back to Seatopia so they could create an army of Jet Jaguars.
