Armageddon Convention

The Armageddon Convention was a treaty signed by numerous intergalactic powers which banned the use of cobalt bombs.
Expanded Universe
The treaty was signed in Venice in 1609, the result of 20 years' work by Irving Braxiatel. It also banned other doomsday weapons such as temporal disrupters. The Daleks and the Cybermen refused to sign the treaty, and the attempt to forge the treaty was nearly ruined by the arms-dealer race known as the Greld and the empire-craving Jamarians. Fortunately, the First Doctor and his companions were able to preserve the Convention.
