Volthoom was the creator of Power Ring's ring and lantern.
Pre-Crisis, Earth-3
A native of Earth-3, he was a mad monk.
Post-Zero Hour
A mad Tibetan monk native to the anti-matter universe counterpart of Earth. He created the ring and lantern used by the first and second Power Rings. However, Volthoom's mind was one with his ring, and he shares the mind of its user, often intrusively.
