Pilaf

Pilaf was a blue dwarf who proclaims himself Emperor. He dreamed of world domination, and the Dragon Balls could grant him that wish. He was aided by his top agents Shao and Mai on his quest to gather the Dragon Balls. However, time and time again, Goku and the gang foiled his plans.
Many years later, he was accidentally responsible for transforming Goku into a child using the Black Star Dragon Balls.
