Lt. Hackle

Lt. Hackle was a snide, condesending Internal Affairs investigator who was certain that Bullock, Detective Harvey, Montoya, Lt. Renee and Officer Wilkes were all on the take from the Boss after they botched a sting operation, especially since they all had drastically differant stories about what really took place. He was proven wrong after Montoya managed to bust the Boss' gang with the help of Batman.
