Cyber Leader
The Cyber Leader was a high-ranking Cyberman who was sent to Earth in 1988 to retrieve the statue of Nemesis. Not wanting the Doctor to interfere, he sent two partially cyber-converted humans to assassinate him and his companion Ace after a jazz festival, although the two escaped.
When de Flores and his Neo-Nazis converged on the statue, the Cybermen landed nearby and attacked them, during which time the Doctor stole Nemesis' bow. Although the Cybermen killed almost all of the Nazis, two of their own were slain by the gold-tipped arrows of the cunning Lady Peinforte, who also sought the Nemesis and whose presence the Cyber Leader was aware of.
After cutting the statue and its rocket sled from inside the comet, the Cybermen put it on their ship and moved it to a crypt. Lady Peinforte and her manservant Richard Maynarde used gold-tipped arrows to drive the Cybermen back. Meanwhile, Ace destroyed the Cybermen's ship with a bomb. Upon discovering this on the back, the Cyber Leader assumed that their two human minions had betrayed them, and had them executed.
Shortly afterward, the stranded Cybermen were approached by de Flores with an offer: he would kill the Doctor and Lady Peinforte for them if they would allow Nazis to rule half the Earth. The Cyber Leader agreed, but confided in his Lieutenant that he planned to eliminate the Nazis after they'd succeeded.
De Flores didn't have the bow as he'd claimed, due to it being stolen by the Doctor, and so his own attempt to doublecross the Cybermen failed, and the Cyber Leader ordered him to be cyber-converted. De Flores was rescued by his sole surviving soldier Karl. The Leader clashed openly with his more practical-minded Lieutenant many times, with the Lieutenant urging caution and the Leader reminding his second in command of his place.
When the Doctor moved the Nemesis to an abandoned warehouse, the Cybermen attacked it. Most of them were slain by Ace, who fired gold coins into them using a slingshot, while the Cyber Lieutenant was killed by the firing of Nemesis' rocket sled. The Cyber Leader himself survived despite being hit with a gold coin by Ace. The Cyber Leader killed de Flores and Karl when they tried to claim Nemesis for themselves, and, when the Doctor used Nemesis to destroy the Cybermen's fleet in space, the enraged Leader attempted to kill the Time Lord. Before he could, Richard used one of Lady Peinforte's arrows to shoot the Leader, killing him.
