Biography

Rugal Bernstein (Japanese: ルガール・バーンシュタイン, Hepburn: Rugāru Bānshutain) was a male human who operated in the modern age. He came to be a feared figure in the political and fighting world with him becoming an influential arms dealer.

When he was 25 years old, he encountered an 18 year old Goenitz who came to take out Rugal's eye with one strike and gave him a portion of his master Orochi's powers for surviving the attack.

In 1986, he wanted to demonstrate his power and fighting skill which he did at a base in Brazil where he proceeded to murder everyone inside the facility. The only survivor of the fifty man massacre was a person named Heidern who had lost his right eye during the attack. Rugal though was displeased at his victim and did not add him to his trophy collection but instead killed Heidern's wife and child as 'compensation' for the disappointment he felt at the encounter.

At some point, he came to hire two secretaries to assist him with these being Mature and Vice. By 1994, Rugal had wanted to expand his 'collection' where he decided to host The King of Fighters tournament, with an additional twist; fighters must form a team of 3 to compete and represent a country. He came to hold this tournament onboard his battleship, the Black Noah, waiting to see the teams that will participate. News spread quickly around the world that a global King of Fighters tournament is happening once again. The biggest discussion was the host of the tournament who was a compete mystery to the public, other than his initial, R. During the invitation phase, Saisyu Kusanagi came to the Black Noah and challenged Rugal. Although Rugal won the battle, he did not subject him to his metal bath. The winner of the tournament was Saisyu's son, Kyo Kusanagi, and his two teammates, Benimaru Nikaido and Goro Daimon, who arrived shortly after Saishu's defeat. Rugal is happy that the Hero Team won, as they can be added to his "collection", which are former fighters turned into living trophies, with Rugal pointing out that he did not turn Saisyu into a trophy because he felt that he was unfitting. Kyo and his teammates fight Rugal, who would end up being one of the hardest fight of their lives. Unwilling to accept defeat, Rugal attempted to blow up his ship along with the Hero Team. While the Hero Team escaped, Rugal's fate was unknown.

Overview

Personality and attributes

Appearing to be a man of wealth and taste, behind his otherwise classy and sophisticated demeanor lies a ruthless and twisted megalomaniac who is obsessed with power, strength and domination. He's very aware of his monstrous strength and undefeated streak in combat, and is rude, arrogant, narcissistic, and even has delusions of godhood.

He had a fixation of defeating those that opposed him and preserved their bodies in liquid metal that were added to his grisly trophy room.

Due to his arrogant nature, Rugal has also been shown to be an incredibly sore loser. Refusing to accept defeat at the hands of his enemies, he'll instead trigger the self-destruct mechanism of whatever the base he's in with the intention of taking his opponents down with it,

It was known that he had a younger brother with the two having worked together but the two separated over conflicting interests.

Powers and abilities

After an encounter with Goenitz, he came to lose his eye in a fight with him but survived the attack. For this, the Hakkesshu rewarded him by gifting him some of Orochi's power. Since that day, Berstein had to use a bionic eye to replace his real lost one.

Most of his powers are from his physical strength and his ability to imitate other attacks. He had the ability to mimic and learn moves of other fighters just by observing them.

His fighting style was an amalgam of various arts, including Hakkyokuseiken and House of Strolheim.

Among the techniques known to him included:

  • Scorpion Death Lock (スコーピオンデスロック) :
  • God Press :
  • Gigantic Pressure :
  • Dead End Screamer (デッドエンドスクリーマー) :

He came to recruit a pair of secretaries named Mature and Vice who were skilled fighters.

At one point, he maintained an aircraft carrier as his base of operations with it being known as Black Noah.
