Background
The Cabinet Intelligence Service was an intelligence agency present within the Japanese government and was tasked with gaining data on threats to the state. The founders of the organization were responsible for the media blackout and control during the last world war in order to ensure public opinion did not turn against the government during the deployment of troops outside the country.
The leader of the Cabinet Intelligence Service became a silent foe of Public Security Section 9.
