Cipher Pol is an agency that features in One Piece.

History

Cipher Pol (Japanese: サイファーポール, Hepburn: Saifāru pōru) was an intelligence agency that operated on behalf of the World Government. In that role, they were tasked with investigating threats and if necessary to eliminate any danger.

In 1517, Spandam sent four agents to work undercover to spy on Iceburg. Kalifa became Iceburg's secretary, Blueno became a bartender, and Lucci and Kaku became Dock One foremen at the Galley-La Company. However, Iceburg knew that the World Government was still spying on him. After he heard from Kalifa that Franky was alive and wanted to see him, Iceburg turned him away. Kaku even remembered Franky entering the Galley-La Headquarters. Later, Iceburg gave the blueprint to Franky for safekeeping and hid the fake blueprint in his safe vault.

Five years later, Aokiji informed Spandam of Robin's coming, and gave him permission to use the Buster Call with the Golden Den Den Mushi. At this point, Spandam almost had his unit in Water 7 finish the mission, but was forced to postpone completion until an agent reported Robin's arrival. After the Straw Hat Pirates landed on Water 7, they used the threat of a Buster Call to blackmail Robin into assisting them in a plot to kill Iceburg and kidnap Franky for the Pluton blueprints, while pinning the crime on the Straw Hats. They ended up exposing themselves, and though they managed to capture Franky, and convince Robin to come with them quietly, they failed to assassinate Iceburg. On the Sea Train to Enies Lobby, they found out that Sanji infiltrated the ship, and had joined forces with Franky and Usopp (who had also been captured by CP9 and took on the persona Sogeking). The three managed to take out the majority of the World Government agents and Marine Soldiers posted on the train, including Jerry from CP6 and Wanze from CP7, though, in the end, Franky was recaptured, and they failed to reclaim Robin. The Straw Hats, in alliance with the Galley-La top foremen and the Franky Family ended up invading Enies Lobby, forcing CP9 to personally take them on. Franky joined the Straw Hats side after burning the blueprints, and together they took out the CP9. During the battle, Spandam accidentally activated the Buster Call to target Enies Lobby. In the end, the Straw Hats managed to escape the island and the fleet with Robin, though the island's destruction was blamed on them. After their failure, the CP9 assassin's managed to escape the island thanks to Blueno's ability and healed and recuperated on St. Poplar. They then returned to their home island where they fought Marine's sent by Spandam to capture them, having attempted to shove all the blame on his subordinate's, though in the end the assassin's gained the advantage.

Overview

In appearance, Cipher Pol were a series of secret agencies who do investigations, assassinations and espionage for the World Government. They supplemented the Intelligence Branch of the World Government's Marine forces, but operated more as a counter-insurgency agency that also had more general law enforcement duties.

The various Cipher Pol cells are stationed throughout the world and were divided into nine groups ranging from 1-9. The eight official Cipher Pols were CP1 to CP8, with two unofficial units named CP9 and CP0. With the exception of CP0, the higher the Cipher Pol agency's number, the more important the tasks assigned to them. Cipher Pol No. 9 (サイファーポールナンバーナイン, Saifāru pōru nanbā nain) had the license to kill any citizen that does not cooperate with the World Government or acts contrary to its interests. Because such a radical method of applying justice by the World Government should not be common knowledge, this group was a top-secret organization. Members are gathered at childhood, and are trained both physically and mentally to become powerful killers, discarding emotions in order to become more efficient in missions. By contrast, CP0 was known to the public, but operated different from the other units in that its members work directly as enforcers for the World Nobles, and thus were held as the strongest agency.

The Five Elders have stated the Marines have no jurisdiction to interfere in operations that are conducted by the Cipher Pol.[7] They also seem to have the sanction to eliminate Marine soldiers who become liabilities to their covert missions.

The official uniform for Cipher Pol agents was a black suit and fedora.

To exceed the limits of the human body, CP9 agents received special training since their childhood. In order to become a full-fledged member of CP9, the agents must master a martial arts style that was called Rokushiki (六式ろくしき, Six Powers). The training also has somewhat of a mind-molding process so that Cipher Pol agents only learnt how to be assassins and that this was their only profession. It consisted of six basic techniques and a secret seventh technique that only a true master of Rokushiki can achieve. Furthermore, most of the users have displayed their own variations and derived techniques, allowing them to increase their versatility and originality. Those who mastered the Rokushiki will have the strength of a hundred men.

CP9 was based at the Tower of Justice (司法の塔 Shihō no Tō?), resides on rear of Enies Lobby with this serving as their headquarters.

Notes

  • Cipher Pol was created by Eiichiro Oda where it featured in the setting of the One Piece universe.
  • The organizations name might be a reference to Interpol where "Cipher" part of this organization's name was in relation to their covert work, and "Pol" for "Police" like the real-world organization.
