History
Circus was a supreme defense organization that formed on Earth that was charged with the protection of mankind from dangerous threats that could not be handled by conventional means.
They were opposed by a rogue organization known as Kafka who sought to conduct experiments on people and creating Varuga.
Overview
Their purview was said to be against extranormal threats with acts of terrorism or crime being expected to be dealt with by the authorities.
Commanders in the organization reported to a council of superiors who appeared in the form of holograms. Reports were made to them and they expressed any dissatisfactions they had with the activities of Circus agents.
Members of the organization were provided a bracelet called a Circus I.D. that contained a great power within it which could be activated by its owner. The organization was staffed by a large number of diminutive humanoid robotic sheep-shaped machines that wore masks.
