The Department for National Psionic Control is an organization that features in Sanity: Aiken's Artifact.

Overview

The Department for National Psionic Control (DNPC) was formed near the mid 21st century following the discovery of psionic phenomena of scientists. One of the leading individuals in genetics at this this point was Doctor Joan Aiken who developed the means to empower normal human beings with psychic talents. This came after the discovery of a mysterious artifact in the Middle East in 2028. However, it was quickly discovered that in fully formed humans that the newly created Psionic Booster Serum drove such individuals insane. Full grown adult experimental test subjects simply lost control of their sanity due to full brain functionality being too much for them and their minds suffering from an overload. Thus, it was decided that the serum would be injected in utero in unborn offspring thus creating a new breed of better human beings. This led to the formation of a project known as the Children of Tomorrow. They would show ill effects at first but as they matutred, their psionic abilities began to develop. The first two human beings to face this treatment were designated Cain and Abel who still ran the risk of going insane if they overextended their abilities or abused their powers. Despite critics views on giving such abilities to normal humans, the PSB was widely circulated which was believed to hasten the evolution of mankind.

However, the views of the dissenters proved to be true as a certain group of the populace that received the PSB injection became to use their talents in a life of crime. This was the source of the creation of a specific government agency tasked with confronting, controlling and countering the abilities of such individuals thus leading to the formation of the Department for National Psionic Control. The first test subjects that survived the PSB injections were one of the first recruited agents into the organization that were tasked with combating their criminal brethren. Some included such organizations as the Eye of Ra who were hiding their activities in the form of a psychic helpline. The dangers involved in psychic combat meant that there was often a great deal of damage to public property and many lives were lost in such engagements. This led to public opinion waning over the operating procedures of the DNPC. In order to allay fears, they created an aggression control chip that was implanted in psionic agents who were considered to be a threat to public safety.

The agency suffered greatly from funding issues from the government and worked under strict guidelines. An agent deployed into the field was often watched over by a controller who maintained remote electronic communications with the operative. Any new talents learnt by its psychics were trained in the Psionic Training Chamber. For its agents, the latest model was the T-29 Psionic Training Chamber which had an interactive element for its users whereupon it ran training simulations starting from zero to above with the highest as well as most dangerous being nine hundred and ninety nine as it had no safety measures. Beyond the training rooms, the DNPC also maintained a detention wing within its headquarters in order to imprison dangerous psionics. When fighting against psionics, their regular agents made use of roving units that consisted of SWAT teams and psychic agents were not deployed in such cases due to the use of Psi Suppressors grenades against such foes.
