Biography
Origin
Timothy Aloysius Cadwallader Dugan
In 1966, he was with Nick Fury on a mission to stop Count Otto Vermis from stealing the world's largest sapphire that he intended to use to power a death ray. This was set during the early days of S.H.I.E.L.D. with the two-man mission being top-secret. During the assignment, Dugan took a stray shot to the chest where he told Fury that it was only a flesh wound but then died from his injury. Unable to bear the loss of his friend, Fury decided to make use of the most advanced Life Model Decoys at the time that he kept in secret. With then, he uploaded the mind of Duggan into them but programmed them to be unaware of the fact that he had died. Instead, he made Duggan believe that he had survived over the years and did not age due to the Infinity Formula in him. (Original Sins v1 #5)
S.H.I.E.L.D.
After suffering a heart attack, Dugan came to be formally promoted to Fury's permanent second-in-command of S.H.I.E.L.D. as Deputy Director. (Captain America v1 #284)
Dugan came to be stabbed through the chest by Wolverine's son Daken. (Wolverine Origins v1 #10)
Maria Hill later deemed it necessary to bring the LMD of Dugan and removed the blocks that prevented his resurrection so he could return to Area 13 so that he could help the S.T.A.K.E. unit. (S.H.I.E.L.D. v3 #9)
Through Dr. Paul Kraye, he came to learn that Maria Hill had imprisoned Orrgo at Pleasant Hill. Upon locating Pleasant Hill, Dum Dum Dugan leads the Howling Commandos to Pleasant Hill where they fight past the inmates. When they confront Kobik, she teleports the Howling Commandos back to S.T.A.K.E. HQ. Once back at S.T.A.K.E. HQ, Dum Dum Dugan learns from Orrgo that Paul Kraye released all the inmates there to cause havoc, causing the Howling Commandos to spring into action. (Howling Commandos of S.H.I.E.L.D. v1 #6)
He came to be a senior ranking member of C.R.A.D.L.E. when a law was passed that forbids superheroes who were below the age of 21. (Outlawed v1 #1)

On the Great Wheel of the Zodiac, he came to assume the code name of Libra when he was part of the group. (Secret Warriors v1 #25)
Powers and abilities
In reality, the real Duggan had died decades ago on a mission and instead he was replaced with an advanced LMD programmed with his personality. A safety protocol was present in the machines body to prevent Duggan from ever attempting to kill Nick Fury. (Original Sins v1 #5)
