The Humanitarian Environmental Analysis Team (H.E.A.T.) were a research group headed by Dr Nick Tatopoulos who worked to study the affects of radiation and other mutagenic properties on animal life. As such, they typically tail the actions of Godzilla and attempt to minimize the destruction caused by other monstrous mutations.
