J. Gander Hoover

J. Gander Hoover was the director of the DIA, an overweight duck who recruited Launchpad McQuack to the organization based on his resemblance of Bruno Von Beak, in the hopes that he could infiltrate FOWL Hoover was known for constantly getting Launchpad's name wrong, stubbornly refusing to refer to him as anything other than "Lunchpail."
