The Jovian Detention Authority is an organization that features in the Dark Reign video game universe.

History

The Jovian Detention Authority (JDA) was founded in the early part of the 24th Century when Earth faced extinction by ecological collapse of the environment in the year 2314. The various Earth governments united in order to form the Global Commonwealth in order to stem the tide of destruction and attempted to pool their resources together for survival. Their efforts met with some success as whilst their food distribution was still overburdened, it did begin to stabilize. As large dome cities began to dominate the surface of the planet, the Commonwealth established a permanent outpost on Io, the moon of Jupiter. This facility founded in 2314 was Io Prime which was to serve as the site for a penal colony that was to serve as a detention site for the marauding criminal gangs that roamed on Earth. Following its construction, two further centers were created on Ion namely Esdraelon and Arcadia. By 2320, the Jovian Detention Authority was formed by order of the Security Board of the Global Commonwealth in order to oversee the facility and its numerous convicts that resided imprisoned within the outpost. By this time, Jupiter had several colonies on its various moons which had all been founded with the purpose of rehabilitating individuals that were deemed too dangerous for normal society. During the reign of JDA President Edward Dalen, the Authority established a facility on Calisto that served as a processing station. In time, they began employing measures to impart useful valued skills on the inmates to not only keep them occupied but provide useful resources for Earth.

However, whilst the JDA faced success on this field, criminal and civil unrest began to grow on Earth with an increasing number of people breaking the law as well as breaking the norms of society. Some placed the blame on the fact that the nations maintained the use of a democratic government with its inefficient methods leading to a collapse in any respect for the law or the state. Thus, as the attempts at restoring stability to an overpopulated and overfed Earth failed, the Commonwealth was formed with sterner law enforcement and structured focusing of the planetary resources being needed in order to avoid disaster. As such, the restoration of order was deemed the first priority and it was deemed that the highly efficient JDA was the organization best suited for this task due to its ability to identify dangerous criminals. Thus, by 2339, outposts operated by the JDA were established near most of the planet's greatest population centers in order to enforce order. Eventually, events exploded during the Bombay Nuclear Disaster in 2447 when a Cronian ditel rocket carrying several tonnes of nuclear waste material that was bound for a deep space disposal facility malfunctioned whereupon it crashed in Bombay. This led to the death of several millions in the first few months with wide spread panic sweeping through Asia as the full effects of the incident manifested. Food stores around the world became contaminated and within a year; hundreds of millions died of starvation or radiation poisoning or other related complications.

The disaster would have magnified had JDA President Edward Jalen not intervened and provided quick action in order to curb riots, re-distribute the unaffected food supplies and restore general order. This led to a growing sense of resentment between the dome dwellers and those violent people that resided outside. The reason for this was mostly because the food stores resided within the domes as they remained unaffected. Thus, domes from Asia to America were raided and pillaged with their residents being murdered as a result. One of the notable results of this time was an army of fierce rebels emerging ont to the Caucacus near the great dome Bosporous that were beaten back by a brave regiment from the JDA. As a result of this disaster, President Dalen became convinced that it might be necessary to evacuvate the planet Earth. With a new program being initated by the residents of the four Jovian colonies of the JDA where they would be granted their freedom in exchange for exploring and colonizing new worlds for the populace of Earth. The rehabilitated criminals were only perfectly willing to accept this proposal and use their skills to not better mankind as they were now used to living off-world. Meanwhile, the JDA forces on Earth had to contend with the rise of the Sprawlers - the criminal inhabitants outside the domes that lived in settlements exposed to their toxic environments.

Overview

The head of the organization held the position of President. After its formation, the JDA's purpose was to oversee the transfer of the various convicts sent to its prison. The removal of these violent offenders was deemed as a humane act and the only way to deal with the rising rate of street crimes that plagued Earth. By placing them on the Jovian colonies, it was believed that it not only allowed citizens to be safe from their actions but also gave the criminals themselves a second chance in order to prove themselves to live peacefully in Human society. Under the Authority's leadership, a number of self improvement as well as skill building exercises were employed such as mining, quarrying and chemical processing in order to impart these useful skills on the convicts. Inside what was known as the remarkable rehabilitation centers, the convicts were taught the value of disciple and hard work. Thus, these criminals were eventually transformed into productive workers that were ready to help mankind colonize space. The programs used were deemed highly beneficial as it kept the inmates on productive valued tasks and also provided a source of wealthy raw materials for use by Earth's industries.

The Jovian Detention Authority was not only confined to its outpost on Io but all the facilities present on the Jovian moons with all being administered by the Detention Authority. Among its assets included the first detention facility which was Io Prime which was followed by Esdraelon and Arcadia with all three being based on Io itself. The moon of Calisto later became the home of the Calisto Detention Center (CDC). The CDC had a vital role for the JDA as it was the main launch port for the system and also served as the primary convict processing station. After the Bombay Nuclear Disaster, they established outposts on Earth in order to enforce order which meant they came into conflict with the Sprawlers. This era saw them being charged by Earth's elite for their own protection and the JDA became a represive world police force and watching over the inhabitants of the exclusive dome cities whilst others saw them as a noble group that sought to preserve society.

Among the technical capabilities of the JDA was the use of artificial intelligences. This included a central AI designated as "Cygnet" which directed Authority forces. It was responsible for advising and directing the elite Stike Forces of the Jovian forces.
