History

The Judoon were a humanoid race of rhinoceros-headed extraterrestrials that inhabited the universe.

At some point, they came to be enforcers for the Shadow Proclamation. (Episode: The Stolen Earth)

A Judoon unit was deployed to Earth where they were hunting a criminal Plasmavore who had been responsible for murdering an alien princess where they had been hiding amongst mankind. They came to use an H2O Scoop to bring a hospital containing the suspect to the Moon where they began an intense search of the building after landing their ship of the planetoid. Unknown to them, the Plasmavore was disguised as a human patient named Florence Finnegan with the Judoon unable to track her down as their scanners could not register her as she was assimilating human blood to blend with the native population. In this time, they came to encounter the Tenth Doctor and a human named Martha Jones where the former looked to return the hospital back to Earth. The Doctor ultimately came to reveal the Plasmavore's true identity after they took the Gallifreyan's blood thus showing their alien nature to the Judoon scanners. The Judoon then enacted the death sentence on the criminal and executed the Plasmavore. Afterwards, they transported the hospital back to Earth's surface and departed the solar system. (Episode: Smith and Jones)

After defeating the CyberMasters, the Doctor returned to Earth where she was beset upon by a Judoon Cold Case Unit that teleported into the TARDIS where they arrested her. She was then sentenced to life imprisonment on an asteroid prison facility. (Episode: The Timeless Children)

Overview

In appearance, the Judoon were a humanoid race that resembled rhinoceroses of Earth with them having a hard grey-skin along with a single horn above their snout. (Episode: Smith and Jones)

The species were said to possess a great lung capacity with low oxygen environments not even slowing them down. (Episode: Smith and Jones)

It was said that one should not underestimate the Judoon as though they may look 'dumb' they were in fact very deadly. Assaulting a Judoon officer was considered a crime and the offending subject could be sentenced to immediate execution via disintegration. Removing the horn from one of their kind was considered the worst insult one could give them with the species having a concept of honour. Judoon switching strategies meant that events had gone very bad and very personal for them. (Episode: Fugitive of the Judoon)

They were said to operate as police for hire though were little more than interplanetary thugs. Despite this being the case, they operated within the confines of galactic law. Individuals guilty of crimes were arrested by the Judoon who were able to dispense sentences of execution and terminated the offender on the spot. (Episode: Smith and Jones) They were governed by sets of rules and procedures that dictated their actions. Under Judoon Engagement Article 163B, platoons were contracted out for jobs which needed to be fulfilled by them in order for their mission to be designated a success. Failures could see troops not being offered contracts in the future thus affecting their future livelihood. (Episode: Fugitive of the Judoon)

A division maintained by the Judoon were the Cold Case Unit who were dispatched to deal with cases that had not been solved. This included the arrest of offenders that had long evaded capture. (Episode: The Timeless Children)

They had devices that allowed them to analyse languages and allow them to speak in the language of another race. (Episode: Smith and Jones)

Through an H20 scoop, they were able to abduct structures from a planet and place them in orbit such as on a moon. (Episode: Smith and Jones) Their vessels were able to erect a zonal enforcement field around planets to prevent anyone from entering or leaving the area. Anyone attempting to leave a cordoned off area were disintegrated by the field. (Episode: Fugitive of the Judoon)

A form of starship used by their race were Judoonese Talwak Freighters. (Episode: Fugitive of the Judoon)
