Kanass

The Kanass were the native race of the planet Kanassa, a psychically-endowed species which was wiped out by Bardock's team of Saiyans for Frieza. The last of the race, a military commander named Tooru, cursed Bardock with the race's precognitive abilities, which had forewarned them of their inevitable end.
