The Outer Circle

Its origins began in 1922 in the wake of World War I following the deaths of millions over the course of four years. In this time, Wulfgang Fortunov emerged where he came to believe that the nations of the world would forget the devastation of the war. Thus, he believed the world was not fit to rule itself and engaged in the creation of a group that would secretly manage the events in the world. Fortunov would save the life of Gavrilo Princip who had been responsible for assassinating Archduke Franz Ferdinand thus triggering the Great War where he secretly saved the man and faked his death. He then set about to change the world where he gathered a cabal of like-minded individuals that would manage the affairs of the world from the shadows. Among these included the the world's first secret multibillionaire Etien Argent, the former head of the Wakandan Engineering Vanguard Ika Agboje, and the most influential underground artist in Europe Ana. With them gathered, Fortunov solution was a new map that divided the world where the masses resided in the centre that were surrounded by an inner circle representing the systems of government whilst they themselves would be the Outer Circle that would manage them to prevent further ruin to the Earth. Thus, they established the Century Game where each of its members competed with one another to bring about peace. Fortunov was the Power, Argent became the Money, Agboje was the Machine, Ana was the Love whilst Princeps who opposed their plans became the Revolution as he intended to bring down their group from the inside. Overview

In appearance, the Outer Circle was a secret cabal that looked to manage the world from the shadows to prevent war and conflict from destroying the Earth. (Captain America & the Winter Soldier Special v1 #1)

They looked to control the levers of governments that was kept alive by the most advanced technologies to ensure their continuity. It was through this means that they looked to steer the world towards a better future with no one ever of their existence. They did not see themselves as a conspiracy but rather their actions as being part of a game that was played among five players. Each player controlled a different lever of power with them making moves to achieving their own utopia. To keep this system fair, a set of rules were established to help achieve order among the group. Violence between players was not allowed and instead action was made indirectly through players set on the world stage with the outcome left in the hands of these agents. Thus, they established the Century Game that was a competition amongst them where an age of peace would be enacted regardless of who won it. (Captain America & the Winter Soldier Special v1 #1)

A practice used by the Outer Circle stemmed from a Wakandan tradition that was used to account for villains. A hero was chosen that was more capable than any other person that was not simply a weapon sent against a foe but rather a deterrent against chaos itself who served as a sword for the state. For the Outer Circle, such an agent would serve in the interest of its five members and would be referred to as a 'star' that was answerable to all in order to ensure cooperation despite the competition between them.
