History

The Port Mafia (ポート・マフィア, Pōto Mafia?) was the name given to a criminal gang that operated in Yokohama in Japan with them controlling the ports of the city.

To protect Yokohama City, Natsume Sōseki orchestrated the Tripartite Tactic that involved a careful balance between three organizations to maintain the peace. Part of this plan involved the Port Mafia to serve as wardens of the night and he intended for his protégé to head the criminal organization Ōgai Mori. Thus, Mori began to serve as a underground doctor who eventually came to the notice of the Port Mafia and served their boss. During the reign of the old boss, the Port Mafia was noted to had suffered as he grew older with his orders becoming increasingly erratic. He was tended to by the mafia's doctor Ougai Mori where the boss commanded an all out war to destroy all their enemies. Doctor Mori decided to act and he slit the bosses throat with him dying on his bed. Mori's close confidante who witnessed the act was Osamu Dazai. In the aftermath, Mori claimed that the former boss had passed him his will and had nominated Ougai to be his successor with Danzai claiming to be a witness to the will. As a result, Mori became the new boss of Port Mafia who brought the organization prosperity and much needed leadership.

In an effort to get a Gifted business permit, Ougai Mori orchestrated a plot that involved illegally allowing the rogue group named Mimic into Japan. This was with the intention of them attracting the attention of the Japanese Ministry's Special Ability Department Gifted Special Operations Division. Around this time, their activities led to them into conflict with the Port Mafia. Ultimately, the Special Ability Department wanted Mimic to be eliminated and forged a reluctant alliance with the Port Mafia. In exchange for their aid, the Ministry intended to provide Port Mafia a Gifted business permit. A part of Mori's schemes involved leaking the location of Port Mafia enforcer Sakunosuke Oda that saw his charges that were orphaned children being killed. This caused Oda to go single-handily against Mimic where he eliminated their ranks but at the cost of his life. After learning of the scheme, Osamu Dazai departing the ranks of the Port Mafia.

This resulted in a three-way battle between the Port Mafia, the Armed Detective Agency and the Guild. The Mafia later struck openly against the Guild's ocean liner that served as their base of operations in Japan with Akutagawa sent to eliminate two of their operatives.

Whilst out in the public, Ougai Mori was the target of an assassination attempt when his vehicle was destroyed but he was saved by Elise. He was then approached by the police but this was a disguised Fyodor Dostoyevsky who stabbed Mori with a poisoned dagger. Fyodor had similar had authorised a similar attack on Yukichi Fukuzawa with the two victims being infected with a parasite ability that was killing them slowly and linked to the other. The only wait way to save the victims was either by eliminating the ability user that created the parasite or to kill one of the infected which would have saved the other person infected. Such a move by the Rats in the House of the Dead was made to provoke a conflict between the Port Mafia and the Armed Detective Agency. As a result, the Mafia staged an all out attack on the Armed Detective Agency with the express purpose of eliminating President Fukuzama in order to save Mori.

Overview

In appearance, the Port Mafia was a criminal organization that believed in controlling their environment through a plethora of tools at their disposal with violence being only one such option used by them. The one thing that the organization was said to had loved was the city in Japan that served as their base of operations which they defended from outside attackers that sought to destroy it. Such was their reputation that they were referred to as the Wardens of the Night within the city. They did not brook any challenge to their power with those opposing them being burnt and the Mafia leaving no survivors. It was said that the path of death and bloodshed was something that the Port Mafia was accustomed to over the course of their existence.

Higher ranking members were referred to as executives that were placed in charge of large operations. There were five such executives that served beneath the boss. Lower ranking leading positions were held by individuals were that sub-executives. One rank within the organization were its intelligence officers that were knowledgeable about key information of the group including its accounts. This made them targets for enemies of Port Mafia as the knowledge the had could damage the organisation. Certain members that operated as torture specialists were marked with a special brand.

It operated dozens of business enterprises that were under their control with them also operating in the spheres of politics and economics thus leading to its influence to be felt in most of Yokohama City.

The code of Port Mafia was that those with loose tongues died first. A tradition among the organization was for new recruits being gifted an item from their recruiter for safekeeping such as jackets or hats.
