Robert Sultan was the president of the Miniversal Corporation, an older tiger who maintains a surprisingly friendly (if mutually condescending) relationship with Shere Khan. Regardless, he still wanted to see his company get ahead of Khan Industries, so he hired Mr. Perry to steal Professor Buzz's top-secret project, an experimental helicopter, paying him $1,000,000 for it. Perry failed, and thus Sultan did not acquire the helicopter.
