Shiv'kala was a high-ranking Drakh. He came to Centauri Prime after the destruction of Z'ha'dum and placed a Keeper on the Regent as part of the Drakh Entire’s plan to take control of the Centauri Republic in preparation for their greater goals.

Through his control of the Regent, the Drakh placed control pods on several Centauri warships to use to attack shipping lanes of races belonging to the Interstellar Alliance. He then manipulated the Centauri into withdrawing from the Alliance when it was found out and denying all charges, which led to a brief war between the Alliance and the Centauri. When they no longer needed the Regent, they gave him his final command, to send away all this ships guarding Centauri Prime on a false emergency, and to turn off the planetary defense network. The Narn and the Drazi bombed Centauri Prime, devastating the homeworld. It was then that Shiv'kala finally revealed himself to Prime Minister Londo Mollari. He explained the Drakh’s goals to break the Centauri and turn them against the Alliance while the Drakh guide them from behind the scenes, making Centauri Prime the perfect grounds for them to conduct their work. Upon refusal to cooperate, the Regent revealed that they planted fusion bombs throughout Centauri Prime. Unless they got what they wanted, millions of Centauri would die, and the blame would fall to the Alliance. Londo begged him not to, and asked Shiv'kala what he wanted, to which the Drakh replied "What we want from you is you." He and the Regent then revealed to Londo the means to which Londo would be controlled, and gave Londo his cover story for the war. The Regent was killed when his Keeper left him. After giving Londo time with G'Kar, Shiv'kala implanted the Keeper on Londo’s neck. He also held out hope that he could bring Londo around to understand the Drakh’s work. He later spared Delenn's life and had the Centauri return her to President John Sheridan, as he had broader plans for the leaders of the Alliance.

After Londo’s inauguration as Emperor of the Centauri Republic, Shiv'kala ordered him to place an ambitious guard named Durla as the new Minister of Security, in exchange for agreeing to spare the life of Senna Refa, whom Londo had taken in. He also helped plan an assassination attempt on President Sheridan, which Londo helped foil indirectly by handing subtle information to Vir Cotto. Shiv'kala punished Londo greatly for this, and gave him a new assignment. He learned that Delenn was pregnant, and decided to place a Keeper on her child. Shiv'kala placed a Keeper he incubated into an urn, and told Londo to deliver it to Sheridan and Delenn. It would be a present for their child on his 16th birthday, as the Drakh were very patient. Londo complied.

Shiv’kala spent years behind the scenes controlling events on Centauri Prime. He used a Dreamweaver to send images to Durla while he slept to control him. Shiv'kala planned to elevate Durla to Prime Minister, and so build a new war fleet on Centauri Prime. Later Vir Cotto came to his attention as a possible threat, but he dismissed it, thinking Vir was a bumbling fool. He did not suspect that he led the resistance group, the Legions of Fire.

Soon, a new Centauri fleet was built up prepared to strike at the Alliance. David Sheridan came into his clutches, and Sheridan and Delenn soon came to Centauri Prime and were taken prisoner. The Legions of Fire destroyed Durla’s new symbol of power, which he called the Tower of Power, exposing the Drakh hiding in the tower. They then addressed the population and the Alliance about the Drakh infestation on their world. Upon this, Londo confronted Shiv'kala and told him it was over and ordered the Drakh to leave. Shiv’kala gave him a new cover story to feed the Alliance while they made a show of leaving. Londo refused and played a gamble that the fusion bombs that he was threatened with were not real. Shiv'kala retorted by detonating half of them, convincing Londo to obey. Instead, Londo got drunk, putting his Keeper to sleep, and allowed a captured Sheridan and Delenn to escape. He called out to G'Kar to end his life, but his Keeper awoke and defended itself by throttling G'Kar, leaving both Narn and Centauri dead. Shiv’kala confronted Vir who entered the throne room and a huge firefight broke out between the Drakh warriors and the guards, as Shiv'kala escaped.

Back on Minbar, it was determined that the only way to remove David Sheridan’s Keeper without killing him was to kill the Drakh that spawned it. Vir and Michael Garibaldi made preparations to find the Drakh. Shiv'kala himself was blamed for losing Centauri Prime and disgraced, being left on the planet of his failure. He sought to redeem himself by retaking the planet himself, and approached Vir Cotto, whom was about to become Emperor, with the intent to kill him and control whoever followed him. Vir demanded to know the location of the Drakh that spawned David Sheridan's Keeper, to which Shiv'kala said "He stands before you now." He followed by lunging at Vir. At that, Garibaldi burst out of the closet and shot Shiv'kala twice before letting Vir finally take the killing shot, freeing David and ending Shiv'kala's life.
