Biography
Carl Gerhard Bush Spender
It was noted that he had been active back in 1947 following the Roswell incident and oversaw an experiment on an alien grey. (Episode: My Struggle III)
On August 19, 1953, he was a member of a group of Washington officials sent to Pearl Harbor, Hawaii in order to recover information from a survivor of the Zeus Faber. This was a submarine whose captain had been infected by the black oil. (Episode: Apocrypha)
In July 1969, the Smoking Man was observed the faking of the Apollo 11 Moon Landing. He later watched the screening with his wife Cassandra and their son Jeffrey who were amazed at the landing as he was unaware of it being a fake. (Episode: My Struggle III)
On October 13, 1973, the Cigarette Smoking Man was among the State Department officials present at the first meeting with the alien colonists. During the vote, the State Department members decided to form the Syndicate where they initiated their attempts to create a vaccine to stop the planned alien colonization. They informed the colonists of their plan to prepare for the colonization in exchange for postponing it for a period of time and providing them with an alien fetus. The colonists agreed that taking their family was collateral which came to include the Smoking Man's own wife Cassandra Spender. (Episode: One Son)
In 1974, Cassandra Spender was returned and began to be used by the CSM in his hybridization projects. (Episode: Two Fathers)
Presumed dead, he would emerge 14 years later where it was shown that he had been seriously burnt and disfigured from the prior incident. (Episode: My Struggle) By this point, he was in conflict with a group led by two other surviving Syndicate members who wanted the Smoking Man dead in order to carry out their own agenda. (Episode: My Struggle III)

Notes
- The Smoking Man was created by Chris Carter where he was portrayed by actor William B. Davis with Chris Owens and Craig Warkentin playing the younger versions of the character.
- In an interview with Davis, he wrote about the character, "I tried to put myself in the character's shoes and see the world from his point of view. After all, villains don't think they are villains."
