By the modern age, two identical men named Tad and Tom both decided to adopt a life of crime where they themed themselves after Old Western cowboys. Separately, the two men decided to rob the same New Jersey bank where they remarked at their similar appearance. Rather than compete, the two worked together and after stealing from the bank they escaped together in the same truck. Afterwards, the two commented on how they might be twins separated from birth where at first they intended to go their separate ways but found out that both were heading to Gotham City. Thus, they decided to work together where at first they targeted a Gotham crime boss named Dan Doyle and intended to rob him. After seeing their skill, he decided to hire them as gunmen for a job where they began to adopt a costumes. (Detective Comics v1 #667) Doyle was impressed at their effectiveness and began to refer to them as the Trigger Twins after an old comic he read as a kid. He then had them sent on another job set to net him millions with this being a train robbery. (Detective Comics v1 #668) The Trigger Twins were then tasked in a massive train robbery in Gotham's subway system and coming into conflict and subsequently defeated by the Batman Jean-Paul Valley. (Detective Comics v1 #669)
A blonde, female criminal came to rescue the twins from a chain gang. She fooled them into believing she was their long lost sister but this was simply a ruse to ensure their help in her plans. Robin and many other heroes, including modern day versions of Pow Wow Smith and Nighthawk, help take them down. Much of the action takes place in a recreation of a classic wild west town/Gotham City tourist attraction. (Robin Annual v2 #6)
While Gotham was being deemed a 'No Man's Land', Batman recruited Lock-Up and KGBeast to act as the wardens of Blackgate Penitentiary and maintain control of the prisoners. Unbeknownst to Batman, Lock-Up would recruit the Trigger Twin's from the prison to act as his deputies and guardsmen and they would aid the extremist vigilante on turning against Batman after he sent Nightwing to infiltrate the prison complex. (Nightwing v2 #36)
The duo would later be hired by the Penguin to act a bodyguards during his ‘strategy meetings’ with members of the Bludhaven mob. They would come into conflict with Robin and Batgirl after the two were investigating the disappearance of Blockbuster’s corpse from the Bludhaven Police Department Coroner. After Robin and Batgirl were apprehended, the Trigger Twin would join in on betting who would win between the two vigilantes after Penguin forces them to fight each other. (Robin v2 #133) By this point, the Penguin moved into Bludhaven and took over Blockbuster’s criminal empire after he was killed by the vigilante Tarantula. At no small expense Penguin had Blockbuster’s corpse stuffed, mounted and put on display at Blockbuster’s former estate, which Penguin now owned. Penguin assembled a criminal army, including Gas Bag, the Trigger Twins and Brutale. Robin and Batgirl moved to Bludhaven, and with the Bludhaven PD looked into who’d moved into Blockbuster’s business. Batgirl and Robin showed up at Blockbuster’s estate only to be confronted by Penguin and his army. Penguin said he specifically came to Bludhaven to get away from the Bat-Family, and was angered Batgirl and Robin hadn’t been driven off by Shrike. Penguin had his criminal army, including the Trigger Twins and Brutale attack the heroes. Batgirl and Robin were outnumbered, but Penguin’s gun-happy goons kept taking each other out with friendly fire. Penguin’s henchman Gas Bag released a knockout gas and when Batgirl and Robin woke they found themselves tied up. Penguin planned to unmask the heroes to expose their identities and then kill them. His henchman Two-Ton asked if he could have the honor of unmasking them, as it would boost his rep. Several other goons started bidding for the honor, so Penguin decided to auction off the unmasking rights, calling in several other gang leaders including Little Willie, Fat Willie and Lavender Bob. Little Willie won the auction, but realizing they had hours to kill before Willie could arrive in Bludhaven Penguin decided to free the heroes and pit Batgirl against Robin, with all his goons placing bets on the winner. Penguin said he didn’t want anyone to feel cheated, so he declared it a fight to the death. Robin hoped that Batgirl could read him and work with him on a plan. Batgirl and Robin fought, taking time to work out some personal issues, especially with how they related to Batman. Batgirl took the dive, and Penguin handed Robin a gun, demanding he finish her off. Robin shot Batgirl, aiming for her shoulder, and when Penguin checked on her she attacked him. Penguin ordered Gas Bag to gas them, but he was recalcitrant, saying Penguin tried to fix the fight. Batgirl and Robin fled Penguin’s estate, taking out both Brutale and the Trigger Twins. (Batgirl v1 #59)
The twins came to join the tanks of the Society. As part of an army, they were sent to destroy the city of Metropolis. Another army of superheroes face them. During what is called Battle of Metropolis, the twins were shot down in the street by a group of vigilantes that include the current Vigilante and Wild Dog who were perched on a nearby rooftop. (Infinite Crisis v1 #7) Later on, the corpses of the Trigger Twins were among several Gothamite villains that were being transported by the authorities to the care of the Justice League. However, during the Blackest Night, they came to be animated by black Power Rings where they became members of the undead Black Lantern Corps. (Blackest Night: Batman v1 #1)

Following the Flashpoint, a new version of reality was created with a different history of events.

Television
- In Arrow, the Trigger Twins was referenced in the setting of the live-action television series set in the Arrowverse during the "Elseworlds" crossover. They were identities given to Oliver Queen and Barry Allen after Doctor Destiny re-wrote reality using the Book of Destiny where he removed the two heroes powers and instead made them non-powered criminals that were on the run from the law with them being known as the Trigger Twins.
