Walter J. Peck represented the Third Distirct of New York City's Environmental Protection Agency. A very skeptical man, Peck did not believe in the existence of ghosts, and believed the Ghostbusters were using nerve gases to induce hallucinations to make people think they were seeing ghosts. When Peter Venkman refused to let him see the storage facility in the Ghostbusters' firehouse, Peck returned armed with a court order backed up by a police officer. When he ordered the containment grid shut off, though, he accidentally unleashed every ghost the Ghostbusters had ever caught upon an unprepared New York.

Peck blamed the incident on the Ghostbusters, though, and after trying and failing to bring Mayor Clotch around to his way of thinking, he was shown the door by the Mayor's bodyguards. Later, he was present in the crowd gathered outside the Shandor Building and witnessed the destruction wrought by Mr. Stay Puft. When Stay Puft was destroyed, Peck ended up getting drenched in melted marshmallow as it rained down from the sky.

He eventually lost his job with the EPA and went to work for the Bureau of Unidentified Flying Organisms. Assisted by a man named Calahan, Peck tried to get the Ghostbusters arrested by phoning in a fake ghost report at the BUFO building, hoping they'd be arrested by security upon bursting in. Instead, there turned out to be a real ghost after all. Peck then captured Slimer and took him back to the BUFO and, when the scientists concluded Slimer could not be identified and must therefore be destroyed. Slimer was placed in a cyclotron which would reduce him to his component molecules.

The Ghostbusters, accompanied by Janine Melnitz, snuck in (Peck had told the guard at the entrance not to admit them) and tried to stop Peck, who refused to halt the cyclotron. Until it began to get out of control, threatening to overload and blow the entire building up. Peck was the only one who knew the emergency shutoff code, but he forgot it, forcing the Ghostbusters to stop it themselves by blasting it with their particle throwers. Afterwards, the army general in charge of the BUFO commended the Ghostbusters for their heroism, then fired both Peck and Calahan.
