The deviously clever Taurus Bulba.
Bulba as the Steerminator.

Taurus Bulba was Darkwing Duck's first ever super-villain foe, a deviously clever criminal mastermind bull who sought to use the Waddlemeyer Ramrod to rob St. Canard blind. Although his henchmen Hammerhead Hannigan, Hoof and Mouth stole the Ramrod from the army, they did not know the arming code and so Bulba sought to kidnap the granddaughter of the Ramrod's inventor, Gosalyn Waddlemeyer. He was stopped by Darkwing Duck, and Bulba was thought to have died in the explosion of Canard Tower.

Years later, Taurus Bulba was resurrected by FOWL and rebuilt into a cyborg called the Steerminator. They did this in the hopes that Bulba would replace Steelbeak as their chief agent, but the Steerminator refused their offer. Equipped with an impressive arsenal of weapons, including lasers mounted on his horns, the Steerminator casually destroyed FOWL's headquarters. He has since tried at least once to get revenge on Darkwing, but after being defeated (thanks largely to faulty wiring given to his mechanical body by FOWL), Bulba transformed into a jet and flew away, vowing to return. He has not been seen since.

Comments

Taurus Bulba's name is apparently based off Taras Bulba, the main character from Nikolai Gogol's novel, The Nose.
