Luna-1 was an artifact discovered originally in the late sixties and retrieved on Earth's moon where it was returned to the planet for study. The item contained various pieces each of which were psi-sensitive and resulted in World War II being fought over the power they possessed. The three active participants fighting for Luna-1 were the Americans, Russians and Germany. By the time of the Cold War, the American and Russian forces had taken Germany's stockpile of artifacts where they used them as a basis through which to develop their PSI programs.
