They were created centuries alongside the Thieves Guild by Candra who had set them up to provide services for her in exchange for the Elixir of Life as well as their powers. She reaped the rewards from both their services whilst using each to keep the other in check with this old rivalry being set up as a system from an earlier era when she was younger. (Gambit v1 #3)

They were shown to be a centuries old group that had an old hated rivalry with the Thieves Guild. For 300 years, they paid tribute to the X-Ternal where they gave a tithe to her every 10 years.
