He came to run black markets and running favours for a price with him giving some of these to superheroes who were operating as freedom fighters at the time. After Hydra was overthrown, Myers used the good will he made by helping the heroes into earning a complete pardon for every crime he had committed. Biography

Frederick "Fred" Myers

During the Secret Empire, Hydra took over the United States with Boomerang establishing himself as a big mob boss in this time. He came to run black markets and running favours for a price with him giving some of these to superheroes who were operating as freedom fighters at the time. After Hydra was overthrown, Myers used the good will he made by helping the heroes into earning a complete pardon for every crime he had committed. This led to leading figures allowing him to be let off free due to the debt owed to Boomerang. (Amazing Spider-Man v5 #6)
