History
Origin
The New 52
Following the Flashpoint, a new version of history was created with a different series of events.
During the 1880's, the leaders of the newly established Gotham City had proposals to establish a prison on Blackgate Isle. (All-Star Western v3 #3)
After a murder, Barbara Gordon noted the death being similar to her brother James Gordon, Junior who was locked in Blackgate with her visiting to make sure he had not escaped. Once there, she had a discussion with her estranged brother and came to learn from him that he had a fan sending him letters who may have become a copycat serial killer as a result with him giving her the correspondence sent to him. Overview
There was a section in the prison that held criminals so dangerous that they could not be move ever and any visitors had to come to the cell. (Batgirl Annual v5 #2)
