Thus, Stagg was fuelling the events that he was preparing to fight against but the agents of Batman Incorporated came to stop his operations leading to his arrest after Oracle revealed his activities to the public.

In his in-game profile, he was described as a philanthropised and entrepreneur from Central City that was researching airborne inoculation technology with him being accused of human rights violations.
