Pre-Crime was a law enforcement agency that featured in the movie Minority Report.
Overview
The Pre-Crime program was an experiment initiated by the US government after the discovery of Pre-Cogs; children of Neuroin addicts that developed the ability to see murders that would occur in the future. Attempts were made to better help these children, however, Lamar Burgess decided on another course of action despite te protestation of his colleague. After many of the children died from attempts at helping them, the three suviving Pre-cogs were used in a bid as predicting crimes before they occured. Going to the US department of justice, Lamar succeeded in forming his own police branch in New York which became known as Pre-Crime. Their mandate was to use the pre-visions that the pre-cogs experienced in order to stop a murder before it even occured.
The specialist Pre-crime program continued with the development of a temple where the pre-cogs were submerged in water and were in a peaceful environment while they dreamt dreams of murders occuring in the future. Their information only detailed the time, murder victim and murderer; not the location which was left upto the investigators who sifted through their pre-visions to determine where it would occur. After which, a team of police officers were dispatched by hovercraft where they quickly enter the premises and place a halo on the suspect. This device disables neural activity on its victim making them harmless as they are incapable of moving.
Once captured, the murderer is placed within Pre-Crime headquarters and placed within a containment facility where they remain in a form of suspended animation. Incapable of moving as they are stored in the base while their dreams continue to occur in their minds. This serves as a form of detainment of the murderers who are kept in this state until the dissolution of Pre-Crime whereupon they were pardoned but kept close watch on.
Due to the nature of Pre-Crimes role, it has a wide range of facilities under its control. This includes the Eye-Dent system which records Human movements in the cities through the identification of their eyes. The only way to avoid this system was to replace the eyes on the black market. Thermal imaging was also used as police officers were augmented in their search duties through the use of spyders; small three legged mechanical robots that identified individuals in a premises through their eyes. Furthermore, officers were also equipped with jetpacks allowing them a level of mobility over their environment. Due to the nature of future change and growth, the Pre-Crime program was also capable of locking down computerized equipment in order to catch their criminal.
The Pre-Crime program wss shut down on the eve of when it was being made national when it was discovered that its director had perpetrated the murder of the prime pre-cogs mother in order to retain the hive mind which was essential part of the pre-visions. He accomplished this by staging a murder where the criminal was caught and then killed the mother while disguised as the murderer making it look like the pre-vision was an echo of the first stopped crime.
Minority Reports
While its commonly accepted as fact that the pre-visions shown are accurate, occassionally the three pre-cogs can disagree on what they see. Sometimes, an alternate future can be logged which are dubbed as Minority Reports which are deleted by the technicians for being a case of random glitches. However, these are always stored within the prime pre-cog namely Agatha which can be downloaded at a future time.
