Overview
The Parliament performed a service in that they monitored the Green and ensured it remained stable. As such, whilst the Avatar fought for them, it was the Parliament of Trees that managed the Green where they ensured that it did not run wild. Without their influence, there existed the threat of spawning an offshoot consciousness such as the Kreuzblutter that consumed everything within its path. (Swamp Thing v5 #32)
