Biography
Parker Robbins
In the wake of the Superhuman Registration Act, Robbin's decided to give the call out to all criminals for them to organise under his control. He offered that they work together in the chaos of the Civil War that erupted in the superhero community. Parker offered each attendee seed money to start up their operations on the condition that they consult with him and report to him of any encounter with any superheroes whereupon they would act as a combined group against the hero by targeting their loved ones. As a demonstration for Jigsaw, he targeted Tigra in her civilian identity where he brutally beat her up in her apartment and threatened to kill her mother if she made a move against the criminal community with the entire event being taped as well as shown to his comrades. This caused the supervillain crime community to flock under his banner where they later launched a Deathlok as a distraction against Tony Stark whilst they robbed a bank. Afterwards, they witnessed a Symbiote attack on the Mighty Avengers with the Hood seeing this as another grand opportunity. (New Avengers v1 #35) They used this as an opportunity to make more money when they were attacked by the New Avengers who had gathered other superheroes to attack the Hood along with his allies. Despite their resistance, they were defeated but the Hood managed to escape where he began to free his captured comrades which was a demonstration that he operated differently as he did not intend to leave his allies in prison. After freeing the Wrecker, he intended to take the fight back to the Avengers and show how he along with his villainous allies intended to strike back. (New Avengers v1 #36)
Among those he sought to free from S.H.I.E.L.D. was Madame Masque where he teleported in and killed the agents that had her detained. However, both him and Masque were shocked to see the bodies change into the form of Skrulls. This led to him concluding that the aliens had infiltrated the planet as part of a planned invasion and he kidnapped another S.H.I.E.L.D. agent he suspected was a Skrull where he unmasked the creature before his syndicate of criminals. From the aliens torture, he learnt that the Skrulls had intended to conquer Earth based on a prophecy that stated that it would be their new homeworld. The Skrull died from torture but the Hood learnt that the aliens had intended to infiltrate each of the powered groups on the planet with his syndicate being a new force that they sought to control. Furthermore, from his powers, he was able to see an infiltrator in the form of the Slug who he killed whereupon he thought about his next move after the syndicate moved from their headquarters to a new site. During this time, he questioned the mystical hood about the powers it granted him whereupon it was revealed that it was Dormammu who inhabited it and offered his mystical power to Robbin's as part of their alliance. He approached Mayor Wilson Fisk stating that he would be taking over his position as Kingpin of Crime before departing. Parker was confronted by the Defenders who were provided the information on the Hood's location by Black Cat. Robbin's then assembled the various crime lords stating that they needed to rework their approach where he offered to make them each a Kingpin of a respective territory with himself as the Kingpin of Kingpins that managed them. It was then that the Defenders brought in numerous other superheroes to shut down the crime boss summit. (Defenders v5 #10)

Powers and abilities
For a time, his hood actually was linked to the magical being Dormammu who afforded him the great mystical power. (New Avengers v1 #46)
He stated that the guns he used were primarily for show as he could still fire destructive energy blasts from his hands when he had his fingers in a gun gesture. With these, he could fire a powerful mystical blast that could devastate the floor of a large building. (Defenders v5 #10)
