Origin

The Department of Metahuman Affairs was an agency that was set up to deal with the new rise of Metahumans on Earth.

Sergeant Deanna Barr later worked on a covert sting operation that looked to catch some arms dealers from stealing the Windshear prototype craft. (Power of Shazam! v1 #35)

Afterwards, a scandal emerged where an old newsreel was used that claimed that James Barr had committed an act of treason on February 9th, 1942 by sinking the luxury liner 'the Normandie'. Following the Flashpoint, a new version of reality was created with a different history of events.

In the wake of the Supermen Theory, the media around the Earth came to believe that the majority of Metahumans were actually artificially created by the United States and that they were all made to be living weapons as well as agents for the Department of Metahuman Affairs. (Doomsday Clock v1 #5)
