Whilst in hiding, Norman Osborn managed to find an ally in the Countess Katarina Karkov where the pair managed to take over Symkaria. They enslaved the citizens and used them in the construction of the warmachine for the Goblin Army to showcase their new weapons for sale around the world. (Amazing Spider-Man v4 #26)
