Shadow Base

A new incarnation of the headquarters was made with it being referred to as Shadow Base and under the command of General Fortean who led the efforts in capturing the Hulk. (Immortal Hulk v1 #6)

Overview

A special room was made for the Monitors that were a group of individuals who were given implants as they monitored data networks. This included surveillance, information feeds and other such sources that they filtered in order to get intelligence on their targets. The implants could be reversed allowing a person to return to normal but they had a set team as Monitors. (Immortal Hulk v1 #6)
